  1. Preheat the oven to 350°F (175°C) and grease a baking dish with cooking spray.
  2. In a large saucepan, combine the whole milk, granulated sugar, heavy cream, dark cocoa powder, cornstarch, and kosher salt. Whisk until smooth.
  3. Place the saucepan over medium heat, continually stirring until the mixture thickens, about 5-7 minutes.
  4. Remove from heat and stir in the semisweet chocolate chips until fully melted.
